Craziness. I understand that grand juries (the ones that indict ham sandwiches) are empowered to inspect jails. I was on such a grand jury for six months in Orange County, North Carolina, and we were told that we had that power but please not to exercise it because the jails were fine and it would be a huge inconvenience.
